In 1998 The EPA implemented required changes to the formulation of nitrocellulose lacquers. While being beneficial to the environment, it changed the course of David’s life. The new requirements had an adverse effect on the unique qualities of the medium that he had developed over the prior 15 years. The pigments and chemicals he relied upon were either no longer available or manufactured with a different formulation. The many innovative techniques and layering procedures no longer responded in the same intriguing manner. While continuing to produce a limited number of paintings until approximately 2009, his stockpile of pigment eventually ran out, and he was never able to reproduce the uniquely exciting qualities of the old nitrocellulose lacquers.  It seems likely that works such as these may never be produced again.
